The EU Cosmetics Regulation No. 1223/2009, which entered into force on January 11, 2010, imposes several obligations on manufacturers of cosmetic products within the EU and on companies exporting cosmetics to the EU. As of July 11, 2013, only cosmetic products notified by a Responsible Person established within the EU (either a natural or legal person) can be placed on the market. The notification process is carried out through an electronic system.

Product Information Files (PIF) and safety reports must be prepared completely before notification. Labeling must also include the details of the Responsible Person as required by the relevant legislation.

What is a Cosmetic Product?

A cosmetic product is any substance or mixture intended to be placed in contact with the external parts of the human body, teeth, or oral mucosa, with the primary purpose of cleaning, perfuming, changing the appearance, protecting, keeping them in good condition, or correcting body odors.
