The regulation published in the Official Gazette No. 28848 (Repeated) on December 11, 2013, and enforced by the Ministry of Environment, Urbanization and Climate Change, sets out administrative and technical procedures for the classification, labeling, and packaging of substances, mixtures, and certain articles placed on the market. The regulation aims to ensure a high level of protection for human health and the environment, as well as the free movement of goods.

This regulation harmonizes the European Union Regulation No. 1272/2008/EC, known as the “CLP Regulation,” with Turkish legislation. Since 2013, several updates to the CLP Regulation have been incorporated into national law and published in the Official Gazette.

Hazardous chemical substances, whether as pure substances or within mixtures, must be notified to the Ministry by manufacturers and importers within one month following the first date of import or production, regardless of tonnage. Companies importing substances and mixtures into Turkey may fulfill notification obligations through an appointed Legal Representative.
