The regulation published on 11 December 2013 by the Ministry of Environment, Urbanization and Climate Change aims to provide high level of protection against the negative effects that substances, mixtures and certain articles placed on the market may cause on human health and environment. It regulates the administrative and technical procedures and principles regarding classification, labelling and packaging in order to ensure their free circulation and free circulation. 

With this regulation, Turkey has harmonized the EU’s "Classification, Labelling and Packaging Regulation of Substances and Mixtures" (CLP Regulation) No 1272/2008.

Various updates have been made to the CLP Regulation since 2013 and notably on 10 December 2020.
Hazardous substances (alone or used in a mixture) imported into Turkey (no quantity threshold) must be notified to the Ministry within one month from the date of first import or manufacturing.


Companies exporting substances and mixtures to Turkey can fulfil their CLP notification obligation through an appointed Legal Representative. RGS also provides support to Turkish manufacturers and importers lacking expertise and resources to notify classified substance.
